The steps

Right-click on an empty part of your screen — somewhere with no icons on it. A small grey menu appears where you clicked.

What does right-click mean?
Your mouse has two buttons. Right-click means press the one on the right, once. It asks the computer "what can I do here?" and only shows you a list — it never changes anything on its own, so it is always safe to try.

Click Personalize. A new window opens. At the top it says Personalization.

Click Background. You see a large preview of your screen, with some picture choices underneath.

Click Browse photos. A window opens showing the pictures saved on your computer.

Click the picture you want, then click Choose picture. Your screen changes straight away. You can close the window.
It looks different on my screen
If the grey menu had Display settings but no Personalize, you clicked on an icon instead of an empty space. Try again on a bare part of the screen.
If Personalize is greyed out and will not click, your Windows is not activated. Everything else on your computer still works — this one setting is locked until it is.
